I had the same issue and found it was Check Point Endpoint Security E80.70 VPN client causing the issue. As soon as this was removed the network cards came back.

One issue I also found before I resolved this was that even a Displaylink Network Adapter (USB) also showed as not working as well as the WAN miniport devices in device manager. The only network card which did work before I fixed this was the Surface dock network adaptor.
